how does one delete an account here??

From the Export Data section of a profile.
Data Erase
To erase all data associated with your account, your user account must be completely deleted. Please contact the site administrator to request account deletion.
I would try the Contact Us form at the bottom of the page, or reach out to their Twitter account.

This is apparently the first registered account, but no indication they are the admin.
